How UPSC EPFO Notifications Have Evolved?
Before 2023, UPSC released separate notifications for EO/AO and APFC posts. The exams were also conducted separately on different dates.
From 2023 onwards, UPSC moved to a combined notification covering both EO/AO and APFC. In 2025, for the first time, both posts were tested on the same day in a single exam.
This shift matters for aspirants because the syllabus for both posts is now identical. UPSC has no reason to go back to separate exams.

2016 Cycle
- Notification released: June 4, 2016.
- Exam conducted: February 26, 2017.
2020-21 Cycle
- Notification released: January 11, 2020.
- Exam conducted: September 5, 2021.
The exam was originally scheduled for 2020 but got delayed due to COVID-19. The actual gap between notification and exam stretched to over 20 months.
This cycle is the reason why EO/AO is counted as the “2021 exam” despite the notification coming in January 2020.
2023 Cycle
- Notification released: February 25, 2023. (Combined with APFC for the first time.)
- Exam conducted: July 2, 2023. Notification to exam gap: about 4 months.
2025 Cycle
- Notification released: July 29, 2025. (Combined with APFC again.)
- Exam Conducted: November 30, 2025.
2026 Update
EPFO had originally sent a requisition to UPSC for 311 EO/AO vacancies in the 2026 cycle.
As of June 8, 2026, EPFO withdrew this requisition and UPSC returned the files. There will be no EO/AO notification in the current 2026 recruitment cycle.
The EO/AO exam has now run in 2017, 2021, 2023, and 2025. The next EO/AO cycle is not expected before 2027.
APFC Notification History (2015-2025)
2015 Cycle
- Notification released: June 20, 2015.
- Exam conducted: January 10, 2016.
This was a standalone APFC exam.
No APFC exam was held between 2016 and 2023. That is an 8-year gap. Aspirants preparing in that window had no APFC opportunity to target.
2023 Cycle
- Notification released: February 2023. (First combined notification with EO/AO.)
- Exam conducted: July 2, 2023.
After an 8-year gap, APFC finally returned as part of the combined cycle.
2025 Cycle
- Notification released: July 29, 2025. (Combined with EO/AO.)
- Exam conducted: November 30, 2025.
2026 Update
EPFO has submitted a requisition for 80 APFC vacancies for 2026. The APFC 2026 notification is expected in August-September 2026, with the exam likely in December 2026.
Patterns from the UPSC EPFO Exam Dates
A few clear trends emerge when you look at the notification history side by side.
EO/AO has followed a roughly 2-year cycle since 2021. The exams ran in 2021, 2023, and 2025. The next is expected no earlier than 2027.
APFC has been far less predictable. After an 8-year absence, it came back in 2023 and again in 2025. Now it returns in 2026, making it three consecutive years for APFC after a long drought. This reflects EPFO’s expanding workload and a deliberate effort to build APFC strength.
The notification-to-exam gap has stabilised at around 4 months since 2023. Before 2023, the gap was 6-8 months for standalone exams.
The release month has shifted over time. The 2015 and 2016 notifications both came in June. The 2020 notification came in January. The 2023 notification came in February. The 2025 notification came in July. The 2026 APFC notification is expected in August-September. There is no fixed month.
What UPSC EPFO Previous Year Papers Reveal About Cycles?
Candidates who study UPSC EPFO previous year paper across cycles notice one important thing. The exam content has stayed consistent even as the combined format changed. Labour Laws, Social Security, Indian Economy, and General Mental Ability have appeared in every cycle since 2016.
The 2023 paper was the first combined APFC and EO/AO exam in terms of notification. The 2025 paper was the first where both posts sat for the exact same exam on the same day. UPSC EPFO previous year papers from 2021 and 2023 are the most relevant for understanding the current exam style.
What is Expected in 2026?
Only APFC is active in the 2026 cycle. There are 80 vacancies. The notification is expected in August-September 2026, and the exam is expected in December 2026.
For EO/AO aspirants, the 2026 cycle is closed. The next expected cycle is 2027. Candidates in the EO/AO age window should not wait for 2026 to see a notification.
For APFC aspirants, the timing is favourable. The 2025 notification gap was only 4 months. Anyone starting serious preparation now will likely have 5-6 months before the exam.
UPSC EPFO notifications are not predictable to the month. But the data since 2016 makes one thing clear: waiting for the notification to start preparation has never worked in this exam.
